We had interesting issue with jira and qmail.
No mail comes to mail list group.
Not trivial email routing probles, message for mail list comes to ezmlm, but ezmlm rejects messages with tag
Precedence: bulk
ezmlm thinks, that it`s junk or autoresponder message and ignore it, thats why delivery to mail boxes (not mail lists) works o.k qmail do routing.
look to tcpdump

I reconfigure jira to skip adding bulk tag and all start working o.k.
